- 請願(せいがん)とはこいねがうことである。また、法律用語においては国や地方公共団体に意見や要望、苦情の要請を行う事で、特に日本国憲法第16条に記された公務員の罷免や法律の制定あるいは、改廃または損害を請求する事を示す。後者については請願権を参照。
- 形式としては書類の形をとり、多数の人々に署名されたものだが、現在では口頭や電子メールで請願することもある。日本では、一般的な方法についてを請願法が定めており、住所および氏名を記して、所轄の官公庁に書面で提出しなければならないことになっている。
